Cell reference countif

I am having issues figuring this out.  I am using the countif function. Example of the command =COUNTIF('32021'!$C$3:$C$368,'3 box'!C8).  This looks at sheet 32021 thru that range and if it matches another sheet at that cell, count it.  I created another sheet called Key.  I have many cells within the list and they range from 32011 to 32021.  I would like the key sheet to control "32021"!.  That would point to the correct sheet and that range.  Is it possible?
